外国人来华工作许可是中国政府对外国人申请到中国工作实行统一准入标准和审批监管的全新制度，是对原有制度的改革和完善。改革重点实现五个统一：
统一管理职能，实行权责一致。外国人来华工作由原申办外国专家证、外国人就业证改为统一申办《外国人工作许可证》，我省统一由市(州)外专部门进行办理。
统一评价标准，实行分类管理。制定了《外国人来华工作分类标准(试行)》，综合运用计点积分制等政策工具，来华工作外国人员分为高端人才(a类)、专业人才(b类)以及其他人员(c类)。设计了积分要素计分赋值表，达到85分认定为a类，60分以上为b类，60分以下为c类。

根据waytorussia等一些网站的提示，在中国申请俄罗斯个人旅游签证，上海领馆是最容易的。同时俄罗斯签证最苛刻的一条，即护照持有人必须在本国申请俄签，在上海被证实也不严格执行。非中国人，即便没有上海的常住证，同样可以获得签证。

二、邀请函 visa support
所有人申请俄罗斯签证，都需要俄国内有资质的旅行社签发的邀请函。所谓有资质就是他提供的邀请函上的号码，是进入他们签证系统的。而领馆的签证官通过系统可以查到你的邀请函是否真实。
邀请函中包括2个部分，一是申请者的个人资料，包括护照信息和出入境时间等等。特别注意：出入境时间一定要涵盖自己在俄国境内的时间，因为签证有效期就是按照这个时间签发的。二是住宿确认单accommodation confirmation，包括邀请方如俄方旅行社的地址和联系电话，住宿地，去几个地方就一定要在邀请函中注明。特别有一条注明：你所要去的地方的住宿费用已经全部付清。邀请函需要对方单位的公章和负责人签字。
这个邀请函可以通过网上联系俄方旅行社购买，google搜索一下visa support即可。对于大多数国家的护照持有人来说非常简单，在页面中提交自己的护照信息，然后转到付款页面，信用卡扣款。价格按照国家、签证类型(商务、旅游等)、单次还是多次往返、停留期限以及处理时间不同收费从20美金到200欧都有。在email邮箱里收到一封pdf文件，自己打印出来即可。
但是对于中国大陆护照，俄领馆要求邀请函原件。而且大多网站都不受理中国护照。我使用的是下面这个网站办理的，

网站很专业，email来回很快，敲定价格后，对方发来表格，填写护照信息，包括出生日期，停留时间(一般给14天，一定要涵盖自己的计划行程，而且前后一定要留余量，防止意外情况，比如行程是5-10号，那么申请可以是1号到14号)，打算去的城市(如果多个城市，都要写，你在某个城市遭遇警察巡检，而邀请函上没有，会有麻烦)。
1个多小时候就收到对方发来的pdf，包含俄文和英文。这时需要仔细核对上面的信息，我就发现有一份的邀请函有错误。及时联系对方更正后，核对无误。然后填写信用卡授权信息，打印出来签字然后再扫描发送。不一会就收到扣款短信。5天后收到发来的原件就可以去领事馆申请签证了。
我还联系到另外一家较便宜的，

三、递交签证流程
俄领馆位置超好，外白渡桥，下桥转弯就到。入口不是大楼的正门，是侧门。门口有警卫，出示护照才能进大门。进大门后有露天的寄包处，手机需要寄存。拔了钥匙经过工作人员的安检，才进入签证室。
签证窗口有3个，左手边是付费处。里面有胶水和圆珠笔。人一般都不多，所以只要哪个窗口空就上前即可。我的vo是个中年的金发帅哥，说流利的中文。看了我的邀请函，只问了2个问题，邀请方是谁?直接答邀请函上的单位。要几天拿签证?普通5个工作日即可。然后给了牌子到左边付费。
这里见识了俄国人的效率慢。牌子放在一个转盘里，转进去，她不紧不慢算，然后慢慢核对我们的资料，我们同行有一个加急的，结果她把牌子退出来，我急了，还以为不受理，结果她示意我等等，在计算器上按了数字，然后我把钱交进去，她再慢慢算，慢慢找钱，慢慢写收条。如果是几个人一起申请，可以委托一个人来取。算完之后，才处理加急的人，又是重复一遍。搞了十多分钟。我后面一个拿着一叠护照的看得干着急。
